Notes — Pavel Durov on Building Telegram, Privacy, and Platform Independence
Notes on Pavel Durov in conversation with Lex Fridman — Lex Fridman Podcast #482, 30 September 2025.
Four questions [Adler frame]
Q1 — What is it about as a whole? A nearly four-hour-forty-minute conversation with the founder of VK and Telegram, recorded shortly after weeks Fridman spent shadowing Durov in France and Dubai. Three strands run through it: a personal-discipline philosophy (no alcohol, no phone, self-restraint as the master skill); an engineering and product account of how Telegram is built and run — a roughly 40-person core team, automation over headcount, opt-in end-to-end encryption, reproducible open-source builds, and a self-funded, no-shareholder business structure; and Durov’s own narration of state pressure on the platform, culminating in his August 2024 arrest and ongoing investigation in France. Fridman closes with a coda on Kafka’s The Trial, drawn explicitly as a parallel to Durov’s case.
Q2 — How is it argued? Entirely through first-person narrative. Durov recounts his own biography — VK’s founding, Telegram’s engineering decisions, the 2018 Russia/Iran bans, the 2024 arrest and its aftermath, an undisclosed 2018 poisoning episode — and Fridman’s role is almost wholly affirming and amplifying rather than probing; no counter-source, no French official, and no independent technical audit appears in the conversation. Where Durov describes contested episodes (the Romanian-election request, the Moldova channel takedowns, the arrest), the account is his alone.
Q3 — Is it true, in whole or part? The engineering and business claims — team size, reproducible builds, TON’s origin, premium-subscription revenue, the encryption architecture — are consistent with Telegram’s own public statements and are the kind of claim a founder has direct knowledge of, though exact figures (e.g. ‘more than half a billion dollars’ from premium subscriptions) are unverified here [?]. The France arrest, the Romanian and Moldovan election requests, and the alleged pressure from French intelligence are presented from a single interested party about an active, legally contested matter, with no representation of the French investigation’s own case [?source]. The 2018 poisoning account is a striking claim never previously made public and is unverifiable from the transcript alone [?]. The philosophical material (quantum immortality, manifestation) is explicitly framed by both speakers as speculative.
Q4 — What of it? The wiki gains a first-person, founder-level account of three durable, transferable ideas: a small-team-plus-automation philosophy for running an engineering organisation at billion-user scale (Deliberate Understaffing); a concrete architecture for opt-in end-to-end encryption paired with reproducible, auditable builds, offered as an alternative to the industry-standard always-on-but-unverifiable approach; and a self-description of platform governance as censorship-resistance by design — refusing government takedown requests as a matter of stated policy, funded by owning 100% of the company outright. The arrest and state-pressure material is recorded as Durov’s own account of his legal and political situation, not adjudicated here, and is kept separate from the technical and product content above.
Glossary
Secret Chats — Telegram’s opt-in, end-to-end encrypted chat mode, launched 2013; messages cannot be forwarded or (on most clients) screenshotted, and are not stored on Telegram’s servers at all. Ordinary (‘cloud’) chats are encrypted but decryptable by Telegram in principle, trading some confidentiality for multi-device sync and large-group support. [§ Encryption]
Reproducible build — a build process where compiling the published source code produces a binary byte-identical to the one distributed in the app store, letting an independent researcher verify that the app actually running on a user’s phone matches the code publicly visible on GitHub. TON (The Open Network) — a layer-one blockchain Telegram began building in 2018 to settle transactions at the scale its user base would require; abandoned as a Telegram-run project after a US SEC dispute over the token sale, then continued by an independent open-source community. Used today for Telegram’s tokenised usernames, gifts, and creator payouts. [§ TON]
ShardChain — TON’s mechanism for horizontal scaling: the network splits into smaller chains that each process a subset of transactions, so throughput grows with network size rather than being capped by a single chain. [§ TON]
Digital Resistance — the crowd-sourced proxy-server network Telegram organised during Russia’s 2018 blocking attempt, letting volunteer system administrators donate IP addresses so Telegram could keep rotating past government blocks. [§ Iran and Russia government pressure]
Investigative judge — a role in French criminal procedure, per Durov’s account, that combines investigating and quasi-prosecutorial functions under judicial title, which he says makes an investigation harder to appeal than an ordinary prosecutorial action. [§ Arrest in France]
Key claims by section
Philosophy of freedom [§ Philosophy of freedom]
- Durov traces his valuation of freedom to childhood — his family moved from the Soviet Union to Italy when he was four, and the visible gap in the abundance of goods, ideas and entertainment between the two societies shaped his view that a society without freedom cannot generate that abundance, and that its citizens cannot contribute to it either.
- His stated method for holding a value under pressure: pre-accept the worst plausible outcome (loss of the platform, prison, death) so that fear of it stops being an operative constraint on decisions.

- Durov frames alcohol, most pharmaceuticals, and constant phone/social-media use as the same category of error: treating a symptom (a headache, boredom, social anxiety) with something that mutes the feeling without addressing its cause, at a long-term cost to the ‘tool’ (the brain) that produces a person’s output.
- His account of avoiding a phone: not using it to avoid being told, by other people’s algorithms, what is important each day — deliberately curating information sources rather than accepting an ambient feed. He frames this as directly instrumental to running Telegram, not incidental to it.
- Self-discipline, in his framing, is the one ‘muscle’ that compounds into every other one: physical training (300 push-ups and squats daily, regular cold exposure), and consistent daily practice generally, is valued for the discipline it trains rather than for its direct physical effect.

- Telegram’s core engineering team is about 40 people (back-end, front-end, design, sysadmin) managing roughly 100,000 servers across several continents. Durov’s stated reasoning: more employees means more coordination overhead, and any employee without enough real work to do tends to manufacture problems rather than sit idle — so the team is deliberately kept small and pushed to automate rather than to hire. - Telegram’s privacy design goal, per Durov, predates its business model: no employee — Durov included — can access private messaging data by design, a constraint the company has held since 2012–13. He states Telegram has never shared a private message with any government or intelligence service, and frames the company’s response to a demand it not fulfil as ‘we would rather shut Telegram down in a country than do that.’
- Ownership structure: Durov owns 100% of Telegram; there are no outside shareholders. He presents this directly as the mechanism that lets the company hold a costly privacy commitment without a shareholder base able to override it.

- Durov was detained in France in August 2024 on arrival for a short visit, held for roughly four days without a window, and is under ongoing investigation on charges he describes as holding him responsible for alleged criminal activity by some Telegram users — a form of liability he says has no precedent applied to a tech founder at this scale. - He alleges that, while barred from leaving France, he was separately approached through an intermediary by French intelligence and asked to restrict political content in Romania’s and Moldova’s elections; he says he refused requests concerning peaceful political speech while complying with requests that matched Telegram’s existing content rules (incitement to violence). - Durov attended an experimental St Petersburg school combining multiple foreign languages, mathematics, and sciences without single-subject specialisation; he credits competitive grading and cross-disciplinary breadth (rather than the removal of competition, which he sees as a common but mistaken ‘compassionate’ policy elsewhere) with producing durable motivation.
- His brother Nikolai — a two-time IMO gold medallist and ICPC champion with two mathematics PhDs — wrote much of VK’s and Telegram’s low-level infrastructure (search, ad engine, messaging data engines rewritten in C/C++) and the original TON ShardChain design; Durov credits him as the source of most of his own technical grounding.
- Durov began coding at 10, built simple video games for scarcity of alternatives, and wrote VK’s first version single-handedly at 20–21 — starting only with a login module on his brother’s advice, on the reasoning that a single working, minimal piece of functionality clarifies everything that follows.

- Durov describes deliberately removing features from VK relative to Facebook (which he examined directly, meeting Zuckerberg in 2009) to keep the product fast and easy to scale — stating explicitly that ‘getting rid of features is super important’, a claim that echoes Do Half‘s feature-cutting principle in a different domain (engineering/infra load rather than usage-metric concentration).
- Hiring, in his account, runs through public coding competitions rather than conventional recruiting: contestants who repeatedly perform well across several contests are hired directly, which he argues both filters for ability under real constraints and screens out candidates used to large-company diffusion of responsibility.
- He describes several cases where removing a single underperforming (‘B-player’) engineer increased team output more than any additional hire would have, and frames working alongside a low performer as actively demotivating to a capable engineer — a cost he treats as larger than the raw output loss of an unfilled role.
- Design and engineering examples offered as evidence of the same minimalism-plus-obsession principle: Telegram’s four-colour animated background gradient (built to run on the weakest supported devices), the message-deletion ‘evaporation’ animation, and vector-based (not raster) animated stickers and emoji — each described as small but deliberately over-engineered details.

- Telegram launched Secret Chats (opt-in end-to-end encryption) in 2013, which Durov says was roughly 14 months ahead of WhatsApp’s rollout of the same. The trade-off he states explicitly: full end-to-end encryption cannot support persistent multi-device sync, very large group chats, or bot integrations at Telegram’s scale, so the design is opt-in rather than universal.
- Telegram’s apps have been open source since 2013, and Telegram is presented as the only major messaging app offering reproducible builds on both Android and iOS — letting an independent party confirm the published binary matches the public source, which Durov frames as necessary to make Telegram’s privacy claims independently checkable rather than merely asserted.
- Much of Telegram’s stack (database engines, web servers, even its back-end API programming language) is built in-house rather than on third-party open-source components, a choice Durov ties to minimising the number of external dependencies that could carry an undisclosed flaw or backdoor.

- Telegram reports its first profitable year in 2024. Its stated revenue model deliberately excludes targeted advertising based on personal data (used, in Durov’s account, by ‘most’ competitors); revenue instead comes from a premium subscription (launched 2022, over 15 million paying subscribers, more than 50 features) and context-based (non-targeted) ads — a choice he says leaves ‘probably 80%’ of available ad revenue unclaimed. - TON was originally a Telegram project (2018–19) to build a blockchain capable of scaling to the platform’s user base via ShardChains; a US SEC dispute over its token sale forced Telegram to abandon direct involvement, after which the open-source community continued it independently. Telegram’s own tokenised usernames, creator payouts, and collectible ‘gifts’ now run on TON.
- Durov describes funding his own lifestyle from an early, large personal Bitcoin position (bought around 2013) rather than from Telegram, which he says has never returned him more than he invested in it.

- The ‘two chairs’ riddle (a Russian-prison framing of a forced choice between two bad options) is used by Durov to argue that the correct response to a false binary is often to reframe the situation rather than choose within it.
- Durov states he does not know his exact number of biological children, having been a sperm donor for roughly 15 years; his will treats donor-conceived and directly-raised children identically, with inheritance withheld until adulthood on the stated reasoning that inherited wealth received too early removes the incentive to build independent capability.
- Fridman closes the published transcript with an extended personal essay on Franz Kafka’s The Trial, explicitly drawn as a parallel — bureaucratic power operating through indefinite process rather than a defined charge — to Durov’s French case; this framing is Fridman’s own editorial addition, appended after the recorded conversation ends, not part of the interview itself.
