The six-minute window: Launch on Warning and Sole Presidential Authority

Jacobsen’s central reporting concern, drawn from her book Nuclear War: A Scenario, is procedural rather than political: how, mechanically, does a nuclear war happen? It begins with SBIRS, a US satellite constellation in geosynchronous orbit that detects the heat of an intercontinental ballistic missile’s rocket exhaust within a fraction of a second of launch. That triggers Launch on Warning — the doctrine that the United States will not wait to absorb a nuclear strike before retaliating, but will launch its own weapons once an incoming attack is confirmed, before the first warhead has landed.

The decision itself rests on Sole Presidential Authority: only the president can order a nuclear launch, without needing sign-off from the Secretary of Defense, the Chairman of the Joint Chiefs, or Congress. Jacobsen traces the doctrine’s origin to declassified Los Alamos records and notes that Ronald Reagan, in his memoirs, called the resulting six-minute decision window ‘irrational’ — asking how anyone could authorise Armageddon based on ‘a blip on a radar scope’. Leon Panetta, who served as both CIA director and Secretary of Defense, told Jacobsen that most presidents scarcely register the weight of this responsibility until they are personally briefed on it.

The mechanics of the decision are almost bureaucratic in their choreography. The president consults a laminated card of strike options — described to Jacobsen as looking ‘like a Denny’s menu’ — and authorises a strike by matching a code carried in his wallet (the ‘biscuit’) against a matching item inside the ‘nuclear football’, the briefcase that follows him everywhere. Three command bunkers are involved: the Pentagon (the ‘beating heart’), Cheyenne Mountain (the ‘brains’), and STRATCOM in Nebraska (the ‘muscle’), whose commander then transmits launch orders to the triad. Jacobsen asked a Los Alamos historian whether a STRATCOM commander might ever refuse an order; his answer was that the officer would have better odds winning the lottery — because no one reaches that post without a career-long record of following orders.

The physical geometry of nuclear war

The scenario’s timeline is set by hard physics. An ICBM takes roughly 26 minutes 40 seconds to cross from a Soviet-era launch pad to the US East Coast, in three phases: a five-minute boost phase (visible to satellites), a twenty-minute mid-course phase 500–700 miles up, and a hundred-second terminal re-entry. Submarine-launched missiles are far faster: nuclear-powered submarines are, in Jacobsen’s phrase, ‘as dangerous to civilisation as an asteroid’ precisely because they are near-impossible to locate — a former commander of the US Navy’s nuclear submarine force told her it is easier to find a grapefruit-sized object in space than a submarine under the sea — and government budget documents show them operating within a couple of hundred miles of American coastlines, cutting the flight time to under ten minutes.

Against this, US missile defence is far thinner than public assumption suggests. There are only 44 interceptor missiles in the entire US arsenal — 40 in Alaska, four at Vandenberg — and they succeed only about half the time in tests. The interceptor programme, Jacobsen reports, is on ‘strategic pause’: it cannot easily be made more effective, so there is no realistic prospect of an Iron-Dome-style shield against intercontinental warheads. A single leak through the defence, on either side, is full-scale nuclear war; more interceptors is not, on her account, a real solution.

Deterrence’s hidden flaw and the logic of escalation

Jacobsen’s most striking structural point is a geographic one: American ICBMs lack the range to strike North Korea without overflying Russia. A retaliatory launch aimed at Pyongyang is, to Russian early-warning radar, indistinguishable from an attack on Russia itself — a fact she says former Defense Secretary Leon Panetta confirmed to her and that ‘no one wants to discuss’. Compounding the risk, doctrine on both sides embraces disproportionate response: STRATCOM’s former commander, General John Hyten, has described a policy of ‘escalate to deescalate’ — ‘they launch one, we launch 80’ — intended to end a conflict fast rather than match it tit-for-tat.

Communication breakdown compounds the danger. During a November 2022 incident in which a stray missile was initially reported to have struck Poland, the US Chairman of the Joint Chiefs, Mark Milley, could not reach his Russian counterpart for 36 hours — a peacetime near-miss Jacobsen cites as reason to doubt that leaders would manage to speak to each other inside an actual six-minute launch window. She also recounts documented near-misses, most vividly Bill Perry’s account of a 1979 incident in which a training tape depicting a Soviet launch was mistakenly loaded into a live warning system at the Pentagon — bringing the United States to the edge of a mistaken counter-launch before the error was caught.

Nuclear winter and civilisational collapse

Jacobsen’s scenario does not end when the bombs stop falling — in her telling, 72 minutes after the first launch. Climate physicist Brian Toon, one of the original authors of 1980s nuclear-winter modelling (alongside Carl Sagan), told Jacobsen that modern climate models make the picture worse than the original theory suggested: megafires from as few as a thousand detonations would loft an estimated 300 billion pounds of soot into the atmosphere, blocking sunlight for years, freezing bodies of water for a decade, and collapsing agriculture worldwide. Toon’s comparison is blunt: the resulting die-off would resemble the asteroid impact that killed the dinosaurs — with the crucial difference, Jacobsen stresses, that a nuclear war, unlike an asteroid, is a choice.

CIA, covert action, and the real history of secrecy

Jacobsen’s other books trace the documented, declassified history of American intelligence work: the U-2 and A-12 Oxcart spy planes developed at Area 51 to gather intelligence on the Soviet Union without provoking war; the CIA’s ‘Title 50’ legal authority, distinct from the military’s Title 10, which lets the president authorise covert paramilitary and lethal action — including, she reports, the operation against Osama bin Laden, legally a CIA mission though carried out by Navy SEALs; and a long, well-sourced history of assassination programmes on both the American and Soviet sides, including the KGB’s use of polonium poisoning against a defecting assassin, Nikolai Khokhlov, who survived. She contrasts Soviet and Russian assassination methods, which she describes as carrying ‘a real sinister totalitarian ruthlessness’, with American operations, while stressing that the CIA’s own history — interrogation programmes, extrajudicial killing — is itself morally fraught, not a clean story.

Area 51, Roswell, and the limits of the record — treated with scepticism

Jacobsen has also written extensively on Area 51’s public mythology. The base’s real, declassified history is aircraft testing: the U-2 and A-12 Oxcart spy planes, developed there specifically to keep Cold War reconnaissance out of public view. On the extraterrestrial lore that surrounds the base, Jacobsen is explicit that she has ‘no reason to believe that aliens have ever visited Earth’ and no information leading her to that conclusion, though she notes that some scientists she has interviewed genuinely hold the opposing view. She argues the CIA has actively cultivated UFO speculation as strategic deception — for instance, an in-house ‘UFO disinformation’ office set up because the U-2’s unfamiliar high-altitude silhouette generated genuine sighting reports the agency preferred left unexplained.

Her most-discussed and most-contested claim, reported in Area 51 on the strength of a single named source (the nuclear weapons engineer Al O’Donnell), is that the 1947 Roswell incident was Soviet disinformation: a remotely piloted craft carrying surgically altered child-sized test subjects, launched by Stalin to sow panic modelled on the War of the Worlds broadcast. [?] Jacobsen acknowledges this rests on one source and states plainly in the book that she cannot independently corroborate it; it has drawn substantial criticism from other researchers in the field. It is reported here as a claim she attributes to a named source, not as an established fact — readers should treat it, and the surrounding ufology material generally, with the same scepticism Jacobsen herself frames it with when she calls herself ‘agnostic’ rather than a believer.
