Launch on Warning

Launch on Warning is the US nuclear doctrine of launching a retaliatory strike as soon as satellite and radar systems confirm an incoming missile attack, rather than waiting for the attack to actually land. Paired with Sole Presidential Authority — the rule that only the sitting president can order that launch, with no requirement for sign-off from the Secretary of Defense, the Joint Chiefs, or Congress — it compresses the most consequential decision a government can make into a window of a few minutes.

The doctrine exists because land-based intercontinental ballistic missiles cannot be recalled once launched, and because waiting to absorb a first strike risks losing the ability to retaliate at all if enough of the arsenal is destroyed on the ground. As reported by Annie Jacobsen, the detection chain runs: a satellite constellation (SBIRS) sees the heat of an ICBM’s rocket exhaust within a fraction of a second of launch; a ground-based radar system provides a second confirmation within minutes; the Secretary of Defense and Chairman of the Joint Chiefs are notified and brief the president, who then has roughly six minutes to decide whether to authorise a counter-launch before the incoming warhead can strike.

Mechanism: detection, decision, and delivery

The doctrine’s speed is what makes it structurally dangerous as well as strategically necessary. Ronald Reagan, in his own memoirs, called the resulting six-minute window ‘irrational’ — asking how any human being could authorise Armageddon ‘based on a blip on a radar scope’. Jacobsen reports that the decision itself is almost bureaucratic in its choreography: the president is briefed from a laminated list of strike options, authorises a launch by matching a code he carries on his person (the ‘biscuit’) against a corresponding item in the accompanying briefcase (the ‘nuclear football’), and that authorisation is relayed through the Pentagon, Cheyenne Mountain, and STRATCOM bunkers to the units that actually deliver the weapons.

The doctrine interacts dangerously with the physical geometry of the arsenal. Submarine-launched missiles, fired from within a couple of hundred miles of a coastline, can strike within ten minutes of launch — far less warning time than a distant land-based ICBM affords. Jacobsen also reports a specific structural flaw: because American ICBMs lack the range to strike some targets (North Korea, for instance) without overflying Russia, a retaliatory strike aimed at a third party can appear identical, on Russian radar, to an attack on Russia itself — a risk former Defense Secretary Leon Panetta confirmed to her.

Human error and near-misses

Because the doctrine leaves so little room for verification, its history includes multiple documented near-misses caused by technical or human error rather than an actual attack. Jacobsen’s most detailed example, from a first-hand account by former Defense Secretary Bill Perry, describes a 1979 incident in which a training tape simulating a Soviet nuclear launch was mistakenly loaded into a live warning system at the Pentagon, generating what looked, to the officers on watch, like a real incoming attack. The error was caught before it reached the president. Jacobsen counts at least six such documented close calls in the history of the US nuclear command-and-control system.

Where mainstream views differ

Launch on Warning is a live policy controversy, not a settled consensus. Its defenders — largely within the US defence establishment — argue it is required for deterrence to remain credible: without a policy of assured retaliation before impact, an adversary might calculate that a large enough first strike could destroy the US arsenal before it could respond, undermining mutual assured destruction. Critics, including arms-control researchers and some retired military officials, argue the doctrine trades a marginal deterrence benefit for a large, avoidable risk of accidental nuclear war triggered by a false alarm, sensor error, or misread signal — precisely the failure mode Jacobsen documents in the 1979 incident. Some critics advocate moving to a policy that would only permit retaliation after a strike is confirmed to have actually landed, accepting slower response for lower accidental-war risk; defenders reply that this would remove the deterrent value of Launch on Warning altogether by making a disarming first strike more attractive to an adversary.
